    "content": " Order, hon. Senators! This House has rules of engagement called the Standing Orders. I want to believe that Sen. (Dr.) Khalwale, being prolific in production of business in this House---. In your previous life, you must have had occasion to come on the Floor of the House with an amended Motion. That is what our Standing Orders allow. We also know that for you to amend a Motion, it must not materially alter the substance of the Motion. That is why the approval of the Speaker is being sought when a Member moves an amended Motion. That is the concern of Sen. Kajwang and I allayed that fear that the Motion is being moved as amended as per our Standing Orders and that an amendment cannot alter the substance of the Motion. If it did, I would be the first one to reject it."
