Temporary Deputy Speaker, for giving me the opportunity to contribute to the debate on this Bill in a rather quiet and conducive environment, devoid of our partisan noise that sometimes make it impossible to look at your friend’s face and know whether he is the same person you were taking tea with a few minutes earlier. Hon. Temporary Deputy Speaker, Kenya is at a cross-road. As a nation, we are at the verge of taking off in money economy and entrepreneurship. For the last 30 years or so, many Kenyans in the rural areas have not been in the money economy but we know that many of them have now realised that it is time to take up entrepreneurship and move away from peasantry. For the last few years, our Government has realised this and has put in place several Funds, including the Youth Enterprise Development Fund (YEDP), the WEDP, the Small and Medium Enterprises programmes (SMEs) and currently,"
