    "content": "country. But now that we are here as Members of the Senate, I think we should now come out and see what we can do. Perhaps, a person like me or Sen. (Dr.) Khalwale, the distinguished Senator for Kakamega, should come forward, bring a Bill based on expert advice and see whether this country can move from the position we are to another position. The new Constitution has given us a new life; that we can now talk about security. It was illegal to be talking about security during my time as the Minister in charge of security. Those days were very difficult days for anybody who wanted to think that he could contribute in terms of security. It was the monopoly of the President. I want to urge the Senate to look at Kenya as a country where we want to live and bring up our children. We have to take advantage before it is too late to improve this country in terms of security. But if we continue complaining like we have been doing for the last 50 years, I think we will not get anywhere. With those few remarks, I beg to support."
