    "content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. While I consider the gravity of the matter as to whether the Government should run or not and that we need the money, I think the Treasury’s failure cannot be used to hoodwink this House to circumvent the law when they think it is necessary. Time and again, the Budget Committee has been making recommendations and appeals, letters and all sorts of cajoling for the Ministry of Finance to ensure that they are able to table the estimates in good time. This is because we would not have been into this trouble they have taken us today. But, I think maybe they knew the goodwill of this House, whatever they will bring that entails money; and that the Government has to run then we would approve it. I do not think this is the basis on which we made laws for us to follow."
