    "content": "Mr. Temporary Speaker, Sir, I also stand to support the Motion. I believe that one of the things that people need in governance is training. It is not just for those who are now in the county governments, but for everybody who works for the government. Everybody needs to go back and retrain because of new technologies and what is happening in the world. I believe that for the county governments to move and for the national government to support the counties, there is need for capacity building. It is very important to, first of all, appreciate that we need to immediately think of how we can support those who are in the county governments, using the existing institutions. The governors should come up with ways of facilitating the existing universities in the counties so that they can train their staff instead of using a lot of money going abroad.
