    "content": "Thank you very much, Mr. Temporary Deputy Speaker, Sir. I have no problem with the Vote on Account, but I have only a problem with the Constitution. We are actually not complying with the Constitution from time to time. Article 221(1) gives the way forward for preparing the Budget and it was not followed. We also told the Minister to come to the House and render an apology for not following the Constitution but that was not done. The apology was not forthcoming. We are even now breaching the Constitution, because, to me, Article 221(6) is very much linked to article 222 that has been quoted. For the purpose of clarity, let me read Article 221(6) which says:"
