At the end of the day, much as the contract may have started with a very small amount, it will end up being higher than the original figure. Mr. Temporary Deputy Speaker, Sir, it is also important to know that while we pass the Vote on Account--- I wonder what happened to the Appropriations-in-Aid. They still collect money, but part of it is never remitted to Treasury because they spend it on the ground. This means that they will end up with more than 50 per cent of what we are allowing them to spend. This is an issue I think is worth noting. In future, we would like to see a situation whereby we only Vote on Account the specific votes which should be spent as we wait to peruse through the whole Budget through the Committees of the various Ministries so that we can be able to know that we are allowing the Ministry to spend what is necessary. Otherwise, if we continue with this trend, we will always be having unnecessary expenditure and it will be very difficult for us to reverse it. It will be very difficult to reverse the situation even when we realise later on that the Ministry has spent on unnecessary items."
