"content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I want to support this Motion and as I do so, I agree with the direction of the Speaker that this Motion is actually constitutional. The heading of Article 222, and I believe there is no one Article that is superior or inferior to the other in this Constitution is: âExpenditure before Annual Budget is Passed.â I think the argument that we have not done what others have been saying is not accurate because Article 222, in my opinion, clearly allows the Deputy Prime Minister and Minister for Finance to do what he has done."
