    "content": "This system will link up the counties and create jobs. We have educated our children in ICT, but most of them are jobless. They cannot all come to Nairobi. But if we can link the rural areas, we will involve these children and make sure that they have jobs. After all, this is a digital government. I am sure implementing this will not be a problem because we already have the fibre optic cables in existence. So, it is only a matter of connectivity. Therefore, I call upon the national government to be more committed so that we can take off with this system because we are lagging behind. The rate of absorption of revenue by counties is slow because the IFMIS is not working. So, if we connect this network, we will move forward. This is a modern society. We are living in a globally integrated economy where everybody is connected. So, why would we leave our counties behind?"
