    "content": "THAT, pursuant to Section 3B of the Guarantee (Loans) Act (Chapter 461 of the Laws of Kenya); this House approves the increase of total contingent liability of the Government for the time being outstanding in respect of principal amount of money borrowed or credit under the Guarantee given under Section 3(1) or referred to in Section 8 of the Act from US$ 1 billion (Kenya Shillings eighty billion i.e. Kshs80 billion) to US$ 2.5 billion (Kenya Shillings two hundred billion i.e. Kshs 200 billion). As I move the Motion, first and foremost, I want to make it quite clear to the hon. Member that this Motion is properly before the House. First and foremost, it has been approved by the Speaker and, therefore, it is properly before the House."
