    "content": "Mr. Temporary Deputy Speaker, Sir, on 12th July, 1993, pursuant to the same Section 3B, of the Guarantees Act, Cap.461 of the Laws of Kenya, this House, indeed, did approve the increase of total contingent liability from Kshs40 billion to Kshs80 billion. At the time of setting the ceiling, the Government guaranteed debt stood at US$992 million, equivalent to Kshs57.5 billion at the rate of Kshs58 to the US Dollar prevailing at the time."
