    "content": "On a point of order, Mr. Deputy Speaker, Sir. I am sure we have all heard Sen. Billow say that the Government is struggling to pay salaries. He is the Chairman of the Committee on Finance, Commerce and Economic Affairs and knows very well that the said Government noted that over Kshs300 billion was not spent last year. That is the money that would have been used to cushion and support coffee and tea farmers. Am I order to say that as the Chairman of the Committee on Finance, Commerce and Economic Affairs, he should be here to give us guidelines?"
