    "content": "power plant at Olkarai. We have secured funding for it from the following banks: European Investment Bank US$168 million, from JICA we secured $323 million and US$120 from World Bank. The total cost of these projects will be about Kshs80 billion which is about US$1 billion. Without us raising this ceiling, we will not be able to construct these power plants and we will not be able to access this funding because the Government will not be able to support it with guarantees."
