    "content": "Just allow me to make this one. The Leader of Majority Party read Article 132(4)(a). He is misleading this House. What that Article is talking about is setting up the office, but not appointing to that office. The President is allowed to set up office in the public service after getting approval from the Public Service Commission, but appointment to that office, as he has done with Joseph Kinyua, must follow the due process of law. We cannot allow, as a House, the Executive to start violating this Constitution. This House must stop despotic leadership in this country. There is no room for sycophancy around leadership!"
