    "content": "On a point of order, hon. Deputy Speaker. For clarity, Article 132(4) talks about the establishment of a new office. Is the Office of the Chief of Staff and Head of Public Service new or it is an existing office? That is what I want to know. This is because Article 132(4) talks about a new office which is not in the Constitution."
