"content": "Hon. Deputy Speaker, this debate is very interesting because it is based on the law. I want to start with hon. Abdikadir because he helped me. If you read Article 132(2)(f) – I want to read it for avoidance of doubt. But before that let me read sub-article (4), which hon. Ng’ongo read. This is the sub-article that the President first used to create the office of the chief of staff, with concurrence of the Public Service Commission on 22nd April, 2013. If I go back to Article 132(2) (f), it says: “in accordance with this Constitution, any other State or public officer whom this Constitution requires or empowers the President to appoint or dismiss.”"
