    "content": "Hon. Temporary Deputy Speaker, is the hon. Member in order to mislead the House that the national Government is not doing anything to help the people who are currently being affected by drought? I want to state categorically that the national Government has been of great help but let me say that the issue of devolving water services should be very well thought out. The Ministry of Environment, Water and Mineral Resources has great capabilities. It has very good engineers who understand the problems as they are across the country. All the water pans that we have in the ASAL areas were done by the national Government. They are the ones who continue to support us at this point in time. As I said earlier, we are not feeling the effect of the county governments. Purchasing a small spare part for a failed borehole system involves a very long bureaucracy under the county governments system whereas in the national Government, they will contact a pre- qualified supplier and ask him to supply the particular spares within a very short period of time. So, devolution of water services must be very carefully thought out."
