    "content": "from Kakamega has said, there is a lot of rain in western Kenya. The problem is that we do not use that water. We do not harvest it. By supporting this Motion, I would also be asking the Government to start harvesting water, so that during the drought period, that water can be used for irrigation and for domestic use. The other thing that I want to mention about the dams is that apart from fish farming, during the dry period, it is normally very warm and people can do a lot of horticultural production. Therefore, I support this Motion and urge the Government to implement the provisions of the Motion. It should have been implemented yesterday. I support the Motion."
