    "content": "Mr. Speaker, Sir, I rise to support this Motion as amended and commend the Mover for bringing it, particularly her concern for the position and interests of those who previously served in the local authorities or have been seconded to those counties or county governments. This is keeping on with the Constitution. The right to employment is important, if we are to build a caring nation. Mr. Speaker, Sir, having said that, there is something important to realize in debating this matter. In the previous local authorities, there were many people who were seconded or taken there by the central Government or those who were politically connected at that time.
