    "content": "According to the Standing Orders, my understanding is that the Senate Leader of Majority has to up to one hour to contribute to the reports of Committees. I am not sure that this is possible unless it is clarified. However, that is how it should be, in my view. The Chairpersons of various Committees should be required to forward their reports in advance to the Senate Majority Leader as well as to the Senate Leader of Minority so that we enhance the quality of contributions especially from the two offices. It is fruitless to allocate the Senate Leader of Majority one hour to discuss a report that has been circulated at the last minute. I seek your clarification."
