    "content": "Madam Temporary Deputy Speaker, I beg to second this Motion. I once again call on the Government to ensure that there is food and water in Turkana, Samburu, Isiolo and other parts of upper Eastern and North Eastern areas. I would also like to ask the Executive to expedite and bring the necessary legislation for implementing the Constitution. I would like to congratulate those who have been appointed but tell them that they are on notice. Kenyans are watching each and every step they make. I would also like to remind us as Kenyans that it is our responsibility to see that proper implementation of the Constitution goes on. Madam Temporary Deputy Speaker, my only regret as we go on recess is the intolerance that was exhibited in this House yesterday. The majority must have their way but the minority must have their say. I hope that after recess, we will come back with decorum and continue with business. I beg to second."
