    "content": "Mr. Speaker, Sir, the issue of land was raised in Mombasa. Within Mombasa County, we know that the Jubilee Government is in the process of issuing title deeds. By the time we went to Mombasa, the process had not started. But the county executive raised the issue, that whereas the national Government is undertaking this process of issuance of title deeds, it is important that they be able to negotiate, discuss and consult the county governments. This is because the issuance of title deeds has an impact in terms of land usage and processes that need to be undertaken by the county governments in terms of physical planning.
