    "content": "Mr. Speaker, Sir, we also recommend that in order to address the budget deficits, counties should consider public/private partnership models in terms of raising more revenue. The county governments need to be told that, at the end of the day, they need to look at the resources coming from the national Government as start-up. They need to invest more in their capacity to collect and generate local revenue to enable them to run their operations at the county level. Otherwise, if we have county governments relying on the revenue allocated to them from the national Government, then we are going to run into trouble with the budgets. Definitely, the budget deficits will increase with years."
