    "content": "Madam Temporary Speaker, it is also important to note that many Kenyans had hope in devolution and that is why many of them applied for the jobs that were being advertized at the county level. Many of them have gone there and do not know what they are supposed to do. I do not know whether some of them have offices. Really, we will be wasting some of the best brains that we have in this country if we just lump them in the counties and not give them clear guidelines of what they need to do and provide them with the resources, so that they can do the work that needs to be done."
