    "content": "Madam Temporary Speaker, it is also important to note that as these two committees have come to realize, Kenyans are not only looking at the functions that have already been transferred--- They are hoping that with regard to other functions that have been left at the national Government, for example, the issuance of identity cards, they could still work with the county governments so that some of these functions that are still at the national Government are devolved. It is not logical at this time and age that we still have people travelling all the way to Nairobi to get their passports or national identity cards which take so long to reach them at the grassroots. These are things that we need to think about and ensure that they actually happen at the county level."
