    "content": "Madam Temporary Deputy Speaker, another thing that I wanted to say before I was, unfortunately, asked to sit down, which I did, was that we have just agreed that we are going to increase the ceiling of our borrowing capacity, but we have very many Kenyans who have a lot of money outside this country, which is more than what we want to borrow. We could ask the Minister for Finance to bring here a Motion to ask these people to bring that money back to this country, so that we can use it locally; this is because most of that money is rotting in foreign countries. When some of them die, it just remains there. This is because when you steal, you do not even tell your wife or children where that money is. So, you die with it. So, we should allow them to bring the money in and we do not take them to court. Let them use that money here locally. That would be much better than that money helping other countries. I hope when we come back, we will try to find a way of asking these guys to do so; I am sure some of them have a lot of money. Instead of being taken to court there, let them bring the money back here and we use it here."
