    "content": "What is critical is that the process of replacing a lost identity is just like acquiring a new one. This is unacceptable because the data of the various individuals is already captured. One teething problem that I have as a Member for Saku is that young men and women who are admitted to middle level colleges, and even universities, use waiting forms for the identity cards. When it comes to Sitting for their examinations, they are told that unless they produce the identity cards, they cannot sit for the examinations. That is very inconveniencing and unacceptable. I wish to finish by saying that it is not acceptable for foreigners to acquire identity cards or passports easier than the bonafide citizens of this country."
