    "content": "Mr. Temporary Deputy Speaker, Sir, I also note with total dissatisfaction the return of massive funds to the Treasury by various Ministries. In my view, this should not happen in this country. Funds amounting to Kshs143 billion were returned to the Treasury when Kenyans have no food, when Kenyans are thirsty, when Kenyans have no medicine, when the cost of fuel is still rising and our roads are in very deplorable conditions. We also note that we have a serious shortage of teachers in our schools, not forgetting the resettlement of Internally Displaced Persons (IDPs). It is, therefore, important that action should be taken against the chief executive officers in various Ministries who have not taken their responsibilities seriously, so that we can improve the performance in our Ministries and again realize the desired goals by the wananchi of this country."
