    "content": "Mr. Temporary Deputy Speaker, Sir, I am just about to conclude by saying that we are going on recess on a sad note. It is important I note this. When we have an institution in the name of the Kenya Commercial Bank (KCB) laying off senior managers, eight of them from the same community, it will be wrong for us not to take note of that. The same is happening at the Multimedia University and also with the water boards. It is important that we take note of these things. As leaders, we need to let the country know that this cannot be allowed. Even as we are talking about regional balancing, the minority rights and everything else, it is not right for you to just get others out of employment for purposes of getting others into employment. This is also not right. I think it is a sad time that we have gone on recess before addressing these issues. But having said that, Mr. Temporary Deputy Speaker, Sir, I want to support this Motion and say that even as we deal with other appointments, respect for institutions is very important. Where Commissions such as the Judicial Service Commission (JSC) have been given an opportunity to do shortlisting, it is only courteous and respectful to allow the Office of the President an opportunity to pick from about three. When you send only one name it really does not show any amount of respect to these institutions. This is a culture that we must deal with. We can allow it to pass now, but it is not a culture that we would want to carry on and allow the future generations to take on. With those remarks I beg to support."
