    "content": "Committee has an enhanced position to either deal with the matter within the committee or use the normal provision to any Senator to use the Floor. For some reason, Sen. Karaba decided to use the Plenary, and it is perfectly within his right. I do not think that he is making a statement on his Chair or membership to the Committee. Reading from what he gave me, he feels that the matter is of such national importance that he needs to attract maybe more limelight than he would ordinarily attract in a sitting of a committee that may be even close the business."
