"content": "I will respond as follows: First, the Order Paper is approved by the Rules and Business Committee. So, in terms of the requirement of the notice, it is actually the Rules and Business Committee itself that decided, on a technicality, that the Bill is not ripe for debate. This is also as a result of our own Standing Orders that require that any Bill published by either House must be communicated to the other House. So, we need to get a response from the other House. That period has not elapsed for us to proceed. This is not just a House that is a custodian of ideas, but also a House that has distinguished itself as a serious observer of our own Standing Orders and the rule of law. So, we could not be the first ones to be seen to be breaking the same rules. That is really the explanation. Maybe the Senate Majority Leader should have done better. Ordinarily, I would even have told you as much, without even the intervention of the Senate Majority Leader, because that is my job. The other aspect raised by Sen. (Dr.) Khalwale would then appear like casting aspersions on the Senate Majority Leader or other Members of the House, to appear not to be keen on the business. Now you know they are so keen that they even overlooked a detail that was pointed to them."
