"content": "Mr. Temporary Deputy Speaker, Sir, the other issue is about procurement and I am really happy with what Mr. Oyongo Nyamweya has just talked about. Procurement challenges in all Ministries are many and we have to get real training and education for procurement officers so that they can know what is expected of them. This will also ensure that whenever there is a problem in procurement in a Ministry, it is not the Minister and the Permanent Secretary who are attacked and told to carry the political responsibility. Until we go to the next level next year when we change systems to have Cabinet Secretaries and Ministers who will be strictly responsible for the resources that will be allocated to their Ministries--- Right now, Ministers do not handle resources in their Ministries. With the changes that we will go through in this country, we need to ensure that people are thoroughly trained and educated so that they can know what will be expected of them."
