Deputy Speaker, the Presidential Press Service (PPS), which is an office recognised by the laws of this country - I want to put this very clearly because our rules do not allow us to quote from the media - communicated to the whole world that they had managed to secure grants and loans totaling to over Kshs400 billion. I would like to ask the Leader of Majority Party to clarify whether this was true; if it was true why has he not disclosed the entire amount to this House? Or, was that communication targeting the West in order to scare and intimidate them, so that they do not push the issue of the International Criminal Court (ICC)?"
