Deputy Speaker, I would like to say that, personally I understand bilaterally that for a head of state to go to a foreign country and bring even Kshs1 billion, it is actually excellent because it is not easy for the President to go and bring funds from abroad. The only issue that I wanted to raise, which many of my colleagues in this House must have heard as it has been raised on several occasions, is whether the President in his visit to China, indeed, signed a bilateral agreement with the Chinese Government to have more than 250,000 Chinese coming into this country. If that was the case, on what basis was there an agreement like that? Is it possible for the Leader of Majority Party to explain if such a transaction took place?"
