    "content": "Mr. Temporary Deputy Speaker, Sir, I am not misleading this House and the public. I have said clearly that the Ministry has guidelines of upgrading health facilities. Again, dispensaries and health facilities do not fall under my Ministry. They fall under the Ministry of Public Health. However, upon compliance of the regulations and the guidelines, health facilities are upgraded. We have a committee which goes through all the conditions and if they have been fulfilled, we upgrade the health facility."
