    "content": "Hon. Temporary Deputy Speaker, Sir, I stand to support this Bill. A lot of Bills have come through the Committee on Finance, Planning and Trade with the purpose of harmonizing financial services both with the Constitution and the requirements of the East African Community Protocol. The insurance business has been very difficult to understand. There has been self regulation for a very long time and a number of what we call cowboy companies came in and have hoodwinked a number of Kenyans. With the tribunal being set up and the powers that it has been given, we hope that the financial services will be sensibly strengthened and there will be no loopholes for those companies which come in for a quick kill."
