    "content": "THAT, aware that the acts of terrorism have increased significantly since Kenya’s folly into Somalia; noting that countless innocent lives have been lost from those acts of violence and hundreds others seriously maimed; deeply concerned that private guards who are the first on line in defence against such acts of violence are ill equipped and lack the requisite training to combat terrorism and other forms of disaster management; this House urges the Government to develop a policy framework to regulate the mainstream and private security sector with a view of enhancing their capacity to combat emerging security challenges such as terrorism."
