    "content": "Hon. Deputy Speaker, riders continue to hang helmets on the motorcycles, perhaps, oblivious of the safety advantages of the helmets if they were worn. The majority of our young men who ride on those motorcycles - and Members of this House will agree with me - do not have licences. This is because of the prohibitive cost of training and licensing of our young men. For example, for one to have a driving licence as a motorcycle rider, you have to go to a driving school and it will cost you between Kshs5,000 and Kshs7,000. After that, you have to cross over to Kisii County where you will be licensed. This is one of the major imports of this Motion."
