    "content": " Hon. Senators, before I put the Question, I want to rule, under Standing Order No.69, that this Motion does not affect counties. So, we will not vote by delegation. In case somebody is wondering why we are closing business earlier, this Motion falls under the category of timed Motions, and we started debate at 2.50 p.m. According to the Standing Orders, therefore, we have to end debate on this Motion by 5.50 p.m., otherwise, it might be contested. I will, therefore, proceed and put the Question."
