    "content": "Mr. Deputy Speaker, Sir, I beg to move:- THAT, recognizing that subsequent droughts in northern Kenya in the 1970’s and 1980’s decimated livestock which is the main source of livelihood for pastoralist communities in the area leaving them destitute; aware that neither the Government nor Non-Governmental Organizations effectively responded by extending assistance to these victims of adverse weather; aware that the collapse of the Government in Somalia in 1990 resulted in the displacement of thousands of refugees who fled to camps in Kenya located at Liboi and Dadaab; further aware that some Kenyan pastoralists, due to their abject poverty disguised themselves as refugees The electronic version of the Senate Hansard Report is for information purposes only.
