    "content": "Madam Temporary Speaker, first of all, I congratulate Sen. Haji for bringing this Motion. I just want him to appreciate a point that I want to make. It is a very important point because of the new constitutional dispensation. Under the current Constitution, if your citizenship is by birth, you cannot lose it even if you acquire another citizenship. So, what I want to say is this so that we do not send the wrong signals; that purely because somebody has gone to the refugee camp and said that he is not a Kenyan; that in itself is not a basis for revocation or denial of that persons’ citizenship. This is an important point. It is a point that if this Motion is passed the way it is without appreciating that fundamental fact, then we will have undermined the authority and the spirit of the Constitution. I think Sen. Kajwang knows this well because he was part of this process. Now that we have dual citizenship, the mere fact of going into a refugee camp should not be a cause for worry. I am also worried about what the Motion is spelling out as the solution. It says we issue them with identity cards, compensate them and integrate them into the community.
