    "content": "Madam Temporary Speaker, I also rise to support the amendment, but I just want to make a couple of observations that have characterized this discussion. When you see a country where security has become a major focal point, we must know that that country risks the fear of sliding back in terms of its fundamental rights. When I hear very progressive Kenyans raising the height of fear, then that is where democracy is stifled.
