    "content": "pastoralists, due to their abject poverty disguised themselves as refugees and registered in United Nation’s camps; noting that the Government recognized that by 2005, such Kenyans totaled over 4,000 from Ijara constituency alone; cognizant that the number is now estimated at 12,000 in Garissa, Wajir and Mandera Counties; noting with concern that the children of these people cannot access work or obtain ID cards since their parents are registered as refugees; appreciating the excellent work of H.E the President in settling IDPs; the Senate calls on the national Government to vet thoroughly all persons concerned and other deserving cases elsewhere in Kenya with a view of establishing their nationality as Kenyans and where appropriate restore their privileges as citizens of Kenya including their integration into the community."
