    "content": "Mr. Deputy Speaker, I beg to give notice of the following Motion:- THAT, recognizing that subsequent droughts in northern Kenya, in the 1970’s and 1980’s decimated livestock which is the main source of livelihood of the pastoral community in the area, leaving them destitute; aware that neither Government nor Non-Governmental Organisations (NGOs) effectively responded by extending assistance to these victims of adverse weather; aware that the collapse of the Government in Somalia in 1990 resulted in the displacement of thousands of refugees which fled to camps in Kenya located at Liboi and Dabaab in Garissa County; further aware that some Kenyan pastoralists due to their abject poverty disguised themselves as refugees and registered in the United Nations (UN) camps; noting that the Government recognized that by 2005 such Kenyans totalled over 4,000 from Ijara Constituency alone; cognizant that the number is The electronic version of the Senate Hansard Report is for information purposes only.
