    "content": "Mr. Deputy Speaker, Sir, it is so because looking at the report by the Office of the Controller of Budget, which set certain objectives of the investigations that they carried out, on one particular issue, they did not address themselves. They purely made recommendations without stating precisely who should carry out the investigations to determine those who were responsible for the alterations and in what circumstances. The House Committee also did not address itself on that very important issue. Mr. Deputy Speaker, Sir, without taking too much time, I beg to support the amendment. I also invite my colleagues also to support the Motion brought by the very able Sen. (Prof.) Lonyangapuo. Thank you very much."
