"content": "Thank you, hon. Deputy Speaker. Hon. Deputy Speaker, I have observed that every time we deliberate on vetting of nominees for various positions on the Floor of this House, there has been so much confusion over certain issues. Allegations of integrity against Kenyans are always passed as absolute integrity issues on them. It is unfair. I have also observed that, to some people in this House, “investigation” means “conviction”. That should not be allowed to happen. The Ethics and Anti-Corruption Commission has become a public court that has the whims of at least judging Kenyans before they are judged in courts of law. I believe that their sword is unfairly rolling heads of career civil servants. Therefore, this House should rise to at least protect Kenyans from those kinds of judgements. I believe that Mr. Muhoro is competent, having read the Report of the Committee. So, his nomination should be supported. Thank you."
