    "content": "Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to contribute to this Report. Mr. Temporary Speaker, Sir, I think that we all know that it is the responsibility of the county governments to prepare budgets. The Report that is with us today was not done by the relevant Committee, but the Controller of Budget. So, as much as I would want to support this Motion, I will not do it because of a few reasons. The very reason that makes me not support it, is because it is incomplete."
