    "content": "allocated to this item, and so forth. We should itemize all the proposals to see which vote head is carrying more than the other one. There should be some foot notes to explain why such a vote head has been allocated so much money. This is what is missing here; all that we are treated to here are figures. The figures have been tabulated very nicely and we can see the missing gaps where there are pluses and minuses leading to the plus or minus Kshs30 million. To me, that is not a small figure. It is a lot of money and I am sure many other counties are facing similar challenges. So, what we should, therefore, be saying here as we reject this Motion is that we mandate further or we remind the Senators to go back to their counties, sit down with the governors, speakers, accountants or the “Ministers of finances” and let them come up with an understanding and a way forward so that such mistakes will not occur again. If we do this, we are going to be seen as the people who are guiding the counties and we are capable of doing that. Why should we, therefore, blame a county which does not perform? Why did we even pick on a county which is not known? Why could we not pick a county like Kiambu, Nyeri or, maybe, for the sake of that, Kirinyaga, where you are thought to be very good?"
