    "content": "where the governor, Senator and all elected leaders sit down and come up with a formula for doing the budget--- At the end of the day, we, as the Senate, will not feel like we are doing our oversight job. A number of times some of us do not know what is going on in the counties, and that is why we are coming up with that recommendation; that we should all sit down and prevent such problems from arising. We want to see the office of the Senator having capacity In terms of facilitation and human resource so that every other time we have experts who can do a good budget. The Senate has that role but unless we put in place a legal framework, then we still have challenges. With those few remarks, I second the amendment."
