    "content": "maintain the same roads hence leading to duplication which is not prudent in terms of costing. We are always talking about reducing costs. But as things stand, it looks like the national Government wants to run some functions which are also being run by the county governments. We also have the CDF managing other roads. At the end of the day, this will be a very expensive exercise. Mr. Deputy Sir, I see a situation which is foreseen in Article 197 of the Constitution, that certain functions will be transferred to other levels of Government. I do not see how the national Government in Nairobi will be repairing class B and C roads in the long run. At the end of the day, this will be functions that will be performed best by the county governments. Mr. Deputy Speaker, Sir, with those remarks, I beg to support."
